Planer is designed for cleaning solid and near flat objects, it will kill bend joints (because they are flat surfaces). You will need to mark joint rings with sharp to delimit and protect limbs as the OPTIMAL way.

in VR shooters, just like real life, with anything short of 6x magnification you keep both eyes open while aiming. I know it sounds strange and isn't what movies and TV would have you believe but trust me on this. Look at your target with both eyes, and slowly raise your firearm until your optic comes into view. You'll only see one version of it, but thst doesn't matter because they are high enough contrast to see clearly. You will see much clearer this way, because your gun and sight will block less of your vision. If you are focusing properly, you will just see your optic hovering over your target while the sight itself will be mostly transparent. Practice this in games like H3 until its second nature.

For long range scopes, it's rare they are used while standing. Crouch or prone, try and find something you can use for support (I have a padded rolling desk chair with the arms and back removed) and place your weapon between both eyes.

In the VRCSDK there is an examples folder with an animations folder. There should be two animation controllers in there that when clicked show all the hand gestures in the inspector window. The one of the two that is completely empty is the one you want to use. Shift d to create a duplicate of the controller and stick your animations into the appropriate gesture slot. Then drag the controller into the two controller slots in your avatar descriptor.

The real way to do it with a custom shapekey.
First, seperate by materials, select the mesh of the clothing you'd like to manipulate, hit the + by shapekeys to add a new one and select it, then go into edit mode and hit C to bring up the selection tool.
Change to face selection, and highlight a large portion of the mesh you're working with, so in this case the entire front half of your skirt.
Select the scaling tool, the one with the little cubes, and scrunch it just a little in the direction it's going to move, in this case vertically. Now select move (arrows) and move them slightly until the connecting vertices are in the original position (with the skirt you just move it up a little)
Now hit C again, and with the middle mouse we want to deselect the outermost parts of your highlighted mesh, and continue the process again, moving a little further this time. Repeating this process of gradually reducing the amount of highlighted mesh will create a natural draping fabric effect as opposed to the entire thing just disappearing. It may take a few tries to get it where you want, but once you're done remerge your meshes and test the shapekey, it should raise and lower the skirt.
Now create a new animation in unity, add this shapekey ad a property along with an embarrassed face, and override the fist hand animation so you can apply the shapekey slowly instead of instant.
Now stand in front of the mirror and practice reaching down and slowly squeezing your trigger while lifting your arm to make it look like you're lifting it. If you have any trouble or questions let me know!

Tracking has been fine, I've only had some minor issues when I ended up with my back turned to all 3 sensors facing the empty corner, I guess that's understandable due to occlusion. Add VRC_Object Sync and VRC_Pickup to your objects.

Sync makes it so that all players see the same changes across their clients, and Pickup makes it pickupable. Pickup also gives it a rigidbody so that it can be moved and thrown around with physics, and I believe you'll have to put some sort of collider on the object in order to grab it.
