Feel free to leave polys untouched if they're below 65k, that stuff isn't as impactful on performance but I feel it matters far more visually. I figured it out actually. apparently even though the bone was selected, it wasn't actually selected. or something. i dont know. I selected the bone manually in weight paint mode and the color went away and i was able to ACTUALLY weight paint.

Im still not sure what I did wrong before or what was different about selecting the bone within weight paint mode

How do you have particles with an origin attached to a part of your avatar, but then once emitted, are no longer attached to you? I've tried switching between local and world in the simulation space (or whatever), but local keeps them relative to your avatar at all times, and world seems to either not show up or otherwise just act strangely.

I've tried adding milk to my avatar's breasts, but for some reason they kind of stay anchored to my view, rather than the breast-end bones...
