Something that I'd like to see is Microsoft dusting off the kinect once more and making software and hardware specifically to work with vr. It'd give them more market presence in vr and it'd solve a lot of the only issues with the WMR headsets. It'd help a lot with competition

No, the processing happens on the devices and they send the same data stream to the computer.
1.0 stuff actually has a pricy FPGA in each trackable object. That's a software-configurable processor generally used only for prototyping.
2.0 moves to specially designed ASICs, basically dedicated silicon specialized to process the tracking data in hardware. The ASICs are more powerful and cheaper, allowing the same tracking with fewer incoming IR lasers. They can also decode positional information encoded within the IR beam, which lets them get rid of one of the rotating lasers in the base stations.

Hard to say without more data, or a teardown of the 1.0 and 2.0 tracker hardware.
The ASICs are doing the same processing as the 1.0 trackers when they're running on 1.0 base stations, so they're not running at full capacity. It's possible that they're inefficient in this mode because it's not their primary design purpose, or that the firmware does not yet include power saving states to disable unused silicon. If the latter, battery life may improve over time as HTC releases new firmware. Remember that even the 1.0 trackers have about 18 months of firmware and driver optimization behind them.

OTOH it may be something as simple as the new processors (and supporting circuitry) being larger in the same puck, so there's less room for a battery, or something like using a different radio that has unexpected interference from Wi-Fi so it has to boost its signal all the time.

Yes, just that in Blender. Remember to either checkmark the shown connected box for the lower legs, or pay attention you select both the end of upper leg and start ball of lower, before moving.

One material per shader is all you need, and for a normal avatar you generally only need two shaders: one for opaque textures, and one for transparency.

There's no justification for multiple materials with the same shader; if it's "better" somehow I would really like to know the reasoning for that.

There is definitely nothing inside vanilla with this functionality. Spawn protection is only for stopping placing and breaking blocks. The only forge mod that comes close is world guard, but its dependency (Forge Essentials I believe) is incompatible with a bunch of things, and the devs have known about this issue for years so we're fucked in that regard.

Here's two clips showing the kinect v2 using KinectToVR.
This is done with a cm3d2 model with all the bone fixes I know of. I don't think there's a fix for bad shoulders which you can see at the end of the second clip, it might be something to do with the IK model used by fullbody, it doesn't happen with vanilla tracking.
If the kinect drops frames because too much load on the cpu then the tracking gets worse. It's pretty bad in busy worlds.

Depends on the game really. Anything that draws more than 3gb will result in a LOT of stuttering and things not rendering, while the 6gb version has to double that. Textures and such take up a lot of VRAM.

Fallout 4 for example. I have the GTX 1070, which has 8gb of VRAM. With the 4k texture pack I get around 90-100FPS at max settings, HOWEVER, if I go into the downtown boston area, my framerate gets extremely choppy, like 5-12FPS, and the game lags like crazy. Outside of the city, I draw only 5-6GB in VRAM but once inside, I hit the max, so it's constantly having to swap things in and out of memory, resulting in garbage framerate and freezing.

VRAM is also dedicated graphics RAM, so it gets used for different things than standard RAM, things that are not interchangable. You can have 64GB of DDR4, but the 3GB VRAM 1060 will choke in VRAM intensive games.
