Definitely Contractors is the more dead one. Onward has the whole "first MP VRFPS" thing going for it, esports and a dedicated milsim fanbase.
Contractors would easily shoot up to be "the other game" next to Pavlov if it had workshop support. If it allowed user-created gamemodes and servers with customization, I'd like it over Pavlov, easily.
This game needs some cleaner, more fun to navigate maps, and it needs a Police vs Bandits gamemode with limited weapons, and possibility to have more than 2 teams, a sniper-oriented gamemode wouldn't be too bad either.

1. Desktop GUI that was designed for only Desktop and does not share development with other devices that are not stationary

No. You can only orbit one of the regional anchors at this point. The last person to get his own group just inherited it when someone else left their anchor role. If you try to collect your own orbiters they'll just orbit the bigger names soon after. Other groups were established way too long ago and aren't even based around VRChat any more.
