One note for people with index controllers: the default bindings are fucked; somehow the grip is the trigger and the trigger is the grip. I've seen moth girls with several arms and centaurs with four legs, both animate properly and follow your limb movements. The extra arms bit is fairly common though most are big mechanical things that float behind and around the main model. Couple of monsters but they generally don't animate with vr controls and just have animations on gestures. Some have tentacles weighted to arms.
You can do a lot but it's just the way vrc and the vr component works that it requires a human skeleton to animate. It doesn't have to have any part of the mesh weighted to those bones but it won't do anything when you move in vr if those bones aren't present and configured in the right way.

You can just use that but then change the eye texture so it's transparent where the iris isn't. Any shader with cutout will do for it and you can atlas it back into the other materials that need it. Just adding white half-domes to the inside of the head where the eyes should be and weighting just the iris mesh to the eye bones will be enough after that.

Dynamic bones have an exclusion feature, so you'd put the parent on the hip, and then exclude every thing under the hip that isn't the skirt bones. Also with dynamic bones comes the dynamic bone collider feature. You can put colliders that your dynamic bones will interact with. Putting these colliders on your hips or upper part of your legs for example, could push your skirt out which would help make it not clip as much.
