Depends on your budget and wants/needs.
If you're a cheap fuck with little room and little care for the biggest and best, get a rift s or some used inside out tracking headset.
If you want to blow a grand for a high quality setup and have room to spare, get an index.
And there are of course options between the two like the hp reverb, which has a higher resolution than the index, but is inside out and has all the flaws of inside out tracking.
Don't let the quest 2 entice you. The hand tracking is neat, and being wireless is handy, but it's not worth it. For a multitude of reasons.

It's the same price as a quest two now, and doesn't have the same shitty steam quality issues that the quest has. Even wired the quest two is inferior in actual quality. As well the woven through Facebook control and collection of data that they shouldn't be collecting that they love to do.

I've heard from owners of Rift S + Quest 2 that Quest 2 actually had better image quality than Rift S even with the compression. The issue is probably more that it requires more processing power (as a function of rendering a higher res image and because there is processing overhead from the video encoding). It's fine alone if you just want to hotlap, drift, or drive around freeroam tracks, and there's plenty of servers online that aren't serious racing including ours most of the time.
It's better with a wheel, but supposedly it's decent on gamepad and there's that SteamVR virtual wheel you can try.
If you don't like realistic physics, you're not going to enjoy it though.

Quest 1 was basically an experiment to see if standalone would work, so they were quite safe with the hardware specs using an older chipset. It was a success, so they immediately moved to make a new one that would be cheaper, and they had to move to a new chipset anyway since the old Snapdragon 835 was getting a bit too old. The next release from them will be farther away now that the headset uses the latest chip available instead of older stuff. Expect the Quest 3/pro to come out after Qualcomm announces XR3.

Use OVR advanced setting to put down supersampling to like 60%. Close SteamVR overlay, frames should be ok. Play a minute or two like mister magoo, then try slowly going up with supersampling to normal levels

I've been fiddling around in blender/unity to optimize a model and acknowledge these are pretty expensive, but would still like to have some physics in certain parts. Index is has better tracking and field of view. It also has up to 144hz mode(experimental though). It is slightly better but the Quest 2 does have almost everything the Index has at this point. Thing is if you want to get FBT, get better audio, battery life, better strap etc. You're gonna get close to the Index in price as well. The only real thing Quest has over index right now is wireless imo. Apparently there were some patents from valve that came out recently which showed that they might be releasing some kind of wireless module for the Index but who knows.

I'd still go with Index over Quest 2 just for the better tracking and facebook walled garden console war bullshit.

We should make a Q2 faq/pastebin given the number of questions. Anyway, as someone who owns both:

Index is noticeably more comfortable, Q2 becomes fairly comfortable with a third party strap. I like the VRCover one, the elite headstrap is hot garbage.

Index has considerably better audio, but it's non-isolating so if you're not living alone you might not want to use it. Quest 2 really needs IEMs.

Q2's display and optics generally wins against the Index, it's clearer and higher resolution, god rays are an issue but much less so than with Index. Colours are a bit lackluster by comparison though, you can fix this a bit with some tweaks but the contrast just isn't as good.

Refresh rate, Q2 is getting there with 120Hz coming soon (technically already here, but not yet for link/PC). Index goes up to 144Hz, personally I'm not very sensitive to 120vs144, but 90 to 120 is a big step up.

Field of view of the Index beats the quest, ~100 vs 130. But note this is not horizontal FOV but combined. The Index's horizontal FOV is a bit better than the Q2's, but it's vertical FOV is considerably better. In my opinion this means that the FOV difference is less significant than you'd expect, you'll catch the top of your anime tittes, but you don't gain that much peripheral vision.

Q2 has awful IPD adjustment.

Tracking is better for the Index, plus it has the option of FBT. The difference in tracking quality used to be huge, but Oculus' inside-out software is some sort of witchcraft. It's now marginally better so long as your hands are broadly in front of you, but not hugely. If you want your hands behind your back etc. it won't work well.

Wireless is a point to the Q2. It has inbuilt wireless capabilities, currently you need to buy virtual desktop for this, but it will be in the base software soon. Nice for being in bed.

Standalone functionality is nice, it's easy to sideload any apk you want so you don't really need to buy anything.
