No warranty, but chinese firmware has english language option. The only limitation you can't make pico store account as it needs some chinese id or something. Apparently firmaware is not locked out and you can reflash or replace pico store version.

Even without logging in you can just use pico streaming assistant, and VRCFT has built in module to get eye and face tracking data to VRC OSC

With most controllers, you have 8 handshapes. sign language in vr has some augmentations that slow it down a little, but clarify things the handshapes alone can't by using the secondary hand to show the difference.
People have been doing sign language in vr since very early on, so those adaptations are very regular and standardized.

With index controllers, you have even more handshapes you can make, so some adaptations aren't even needed anymore with index. Personally I use an OSC program to also send the inputs from my controller's touch capacitors to my avatar, which adds an additional parameter I can use to adjust my handshapes in game. There are only a few common handshapes used in real life american sign language that I can't do in game. Mostly ones that would be hard to distinguish between at fast speeds with poor framerate and image resolution.

I think the actually true answer is that S has been playing FFIVX (with a few other people) for the past week or two.

One person missing may not sound as impactful as it is, but he's one of the few people who play every day at roughly the same time. Personally, I join on S ~95% of the time, so that's at least -2 who are normally guaranteed already, and usually there's a few people there as well, so that could've already been a minimum viable meetup.

For a meetup to pop off, you usually just need 6-8 people who have many people friended in the same instance so that the instance shows up relatively high on people's friend list location overview on the website/in VRCX/ingame.

In the headset, "forget" your current current wifi connection.
After that try to connect to it again, click "advanced settings" on the bottom, set fixed IP and local network mask, then set default gateway to non-existent ip, so when quest tries to access internet it wouldn't be able to, but the local connections (airlink, vd etc) would still work.
It should look something like this.
IP: 192.168.0.10 (check DHCP settings of your router)
mask: 255.255.255.0
DNS: whichever you like (8.8.8.8 google, 1.1.1.1 cloudflare etc)
Gateway: 192.168.0.244 (make sure there is no device with such ip already)
You can't leave gateway empty and I'm not sure if there is a better ip that you can use, but non-existent ip from local network works, using it like that myself.

As for PC itself, can't help you with that, I'm using firewall in whitelist mode, so unless I explicitly allow it, no program can access the internet. You would need to figure out blacklisting rules yourself.

It allows you to backup your current Oculus folders, and then restore it completely offline even if you reinstall windows. The repo is archived, but it should still work, tested it myself.

As other have said VRC was essentially devs only until like 2016 when it got VERY few people. Steam release was early 2017 and it only really started getting populated shortly before the knuckle boom where it get very populated within a month very late 2017.
I've been around since 2017 time before the knuckles boom and it was pretty nice, the only players were VR enthusiasts who also enjoyed anime culture so lots of people in MMD avatars doing things and learning about VR and modelling and pushing the limitations of the then very limited VRCSDK. Most people just hung out in public worlds and you'd recognise the same people there as if it was a local bar/pub.

A big con about it is the lack of instructions for VR controls. Since the game itself is quite simple in terms of controls, they let you explore them on your own on desktop, and it works just fine. In VR it can somewhat confusing at first. It was a common complaint.

Not a fan of DLSS. There's some weird artifacting that gets amplified by the video compression afterwards.
Performance was there however. Could run the game at 3320*3320 on Quality setting.

It's okay. You can see your hands and body. You get motion controls for aiming and shooting with working 1 handed and 2handed grips but reloading is automatic by the press of a button.
