So if I understand right, you want your eyes partially into a blink shapekey, while still keeping the CATS vrc.blink ones, without the blink clipping too far down?
For that you'll have to manually redo the vrc.blink keys. Say you want the character's face to rest at 25% blink. Go into blender, set the blink to 0.75 (= 1 - the new default). Press the black down arrow on the right of the list, and create new key from mix. Then use the white arrows to move it up and place it where the vrc.blink_left is, remove the one you had and rename the new one to its place.
Repeat the same for right if you did the eyes separately in Cats instead of tying both to left.

Test everything works by sliding the new key to full, and setting the regular blink shapekey to where you want to keep it.

I have a custom override that makes something appear in my hand whenever I use the rocknroll gesture. For some reason though when I use the gesture, and then use another one like handgun or open hand, the item in my hand still doesn't go away until a few seconds later. What's the deal with that? I only have 2 keyframes that are .01 seconds apart, but it's like it stays around for a few seconds instead after I use the gesture.

It disappears whenever I just use the rocknroll gesture and then go back to my regular gesture, but if I use any other gesture afterwards like I said the item doesn't go away immediately.
