Anyone complaining about the use-other-peoples-toggles mod or its creator is very short sighted. Mods like this already exist and you can already send fake evidence to the VRC team to get people banned (changing people's nameplates, making them naked, etc).
By making this public nothing has changed for the worse. The only difference is that everyone has access to this now so the VRC team will have to stop relying on easily forgable evidence.
