Depends on what you're looking for. Anime stuff, you can browse for MMD stuff from Deviant Art and some japanese sites that are listed off in the OP. These are the most modular and customizable ways of putting together an avatar, but it can be a bitch and take a while. You could also try ripping assets from games you have on your computer, and though this would be far more difficult to modify going forward, this is the easiest way to get an avatar that, likely, nobody else is using anything similar to. There are unofficial services such as VRidge and ALVR that allow you to connect the Quest to PC, but there are some users that seem to experience the reception spanning from good to noticeably compressed.

Rift S is definitely worth the extra $100 if you can find one on sale. I own both. the controllers on WMR are clunky, battery hogs and require a solid bluetooth connection or tracking gets fucky in an already small tracking FOV.
