I've finished molding the terrain to my tastes and am now working on environment props. It's proving to be difficult as adding things that both would make sense to see in a canyon and also isn't going to bloat the world's file size is... hard. I might also add a drivable vehicle prop (and change the look to fit the taste of the map) since this map might be larger than I thought. Not a bad thing but with everything so spread apart it might be necessary to add something that would make getting around alot easier.

It seems that when I scale my head smaller in pose mode or even when I manually scale the head smaller in edit mode, certain shape keys don't scale properly while the rest do. Is there an easy fix for this or something I should be doing in order to prevent this? For now I've decided to work around the issue by duplicating and scaling the entire model and then transplanting the smaller head on. All the shape keys scale correctly that way.

Yeah that's an issue, you can scale the head mesh instead. Not sure why it doesn't just behave when you scale the head.
Alternatively, I made a python script for 2.79 (might work in 2.80+? idk) that can scale shapekeys for you. So if you made the head 0.85x scale in total (taking into account scaling of the spine/chest/neck/head and stuff), put 0.85 in the "modif" variable at the top and run it in Blender in a text window.
